Upload hashed customer identifiers to this advertiser as one TikTok customer file and return its file_path for tiktok_create_audience_from_file. Creates no audience. When every person has both digests the file uses MULTIPLE_TYPES (email_SHA256 and phone_SHA256 columns). Local preview by default. No automatic retry; advertiser ownership is checked before applying.
