Create an empty customer list (CRM) custom audience in an ads account. Add hashed members with x_ads_update_custom_audience_users. Target it with add_targeting_criterion CUSTOM_AUDIENCE (operator_type NE excludes) once X marks it targetable Preview by default. Ask the user to approve the exact account, target and parameters before confirm:true.
