Create a WEBPAGE conversion action for a website tag (gtag) in the selected customer, then read back its tag snippet: sendTo (AW-ID/label) is what the site fires. Google has no paused state for conversion actions: it is created ENABLED and secondary (outside bidding) unless primaryForGoal is true. Installs no website code and uploads no conversion. The customer must hold its own conversions (not a manager's cross-account tracking). Preview returns planHash; validateOnly asks Google; confirm requires the matching expectedPlanHash. No automatic retry: after an uncertain result, look the name up with google_ads_get_conversion_actions.

`countingType`	string	Optional	ONE_PER_CLICK counts one conversion per ad click, the usual choice for sign-ups and leads. One of: `ONE_PER_CLICK`, `MANY_PER_CLICK`. Default: `"ONE_PER_CLICK"`.
`primaryForGoal`	boolean	Optional	True makes the action primary, so campaigns bidding on its category optimize for it. False keeps it secondary: reported in All conversions, outside bidding. Default: `false`.
`defaultValue`	number	Optional	Optional default conversion value in major units of currency.
`loginCustomerId`	string	Optional	Optional MCC ID; defaults to the selected account's inferred manager.
`testAccountOnly`	boolean	Optional	Require customer.test_account=true before writing. Use true when testing on a Google Ads test account.
`validateOnly`	boolean	Optional	Ask Google to validate without applying. Takes priority over confirm.
`confirm`	boolean	Optional	Apply only when true and expectedPlanHash matches the exact preview.
`expectedPlanHash`	string	Optional	SHA-256 planHash from the preview of this exact payload, required for application.
