List accessible customers and, where possible, manager/client relationships from GAQL customer_client. Falls back to accessible customers if hierarchy queries are unavailable.

## Parameters

| Name | Type | Required | Notes |

| `managerCustomerId` | string | Optional | MCC Manager account ID (required for sub-accounts managed by an MCC) |
| `includeInactive` | boolean | Optional | Include non-ENABLED customer_client links. Default: `false`. |
